In the Axis Power Hetalia pin set, we have Russia, Hong Kong, Korea, Japan and Canada.
My least favourite pin is probably Japan, and my favourite would have to be Russia. Well, Russia is my favourite character, so maybe I felt motivated to make his pin look nicer? (Though, I don't really like Korea that much, but I still think his pin turned out okay) |

(And there are a couple of characters who I completely abhor, like China and Korea. They seem incredibly inaccurate to me...)

The creator bases the comic off history, to they create characters depending on the situation. So at some point, Hong Kong was needed in the plot, and thus, Hong Kong was made into a character.
